All sections of the community are represented within the Resident Involvement Structure and by the panel.

About the website (note from the Panel Sec.)

You can use the website to report ALL incidents

That is so that even if no immediate action need be taken, officers will start a case file which you can add to, enabling officers to build up a picture.

A series of minor incidents can be as bad a single more serious incident because it affects you day after day.

Report incidents even if you don’t know who is responsible – somone else might or if there’s CCTV, officers can view the footage to investigate.

Some of the new questions you may think unnecessary but remember this is a Hackney wide site. Some questions are there to help to get the report to the right person straight away so it can be dealt with quickly.

Service Standards

Recently I was asked if the “confirmation… …in three days” referred to “what to expect” was from the date of the incident or date of the report.

It is from the date of the report and refers to CCTV footage.

You should get confirmation of your report the next day.

If there is CCTV footage you should get confirmation it has been viewed within working 3 days – ie within 3 working days

This site is to keep you informed of the work your representatives are doing on your behalf at the Clapton Panel. This panel is a neighbourhood sub-committee of the Hackney Homes N.E. Executive Residents Panel and is part of the resident participation program. There are two sub-committees in the north east, the second is the Stamford Hill sub-committee panel. The panels members are solely local residents, voted onto it by local estate TRAs.

As members of  the Clapton panel we do our best to speak on behalf of  residents in approx’ 3,570 homes in & around E5. If you are a Hackney Homes resident or leaseholder living in Clapton, this means you.

The Stamford Hill panel does the same for approx’ 3,803 homes in & around N16.

We regularly invite Hackney Homes officers as well as local councillors and council officials to attend our meetings in order to ask questions and hold them to account. At our monthly meetings we have 2 reps from each of several local Tenants & Residents Associations and keep in touch with some 30 more.

Hackney Homes is the ALMO (at Arms Length Management Organization from the council, with, at the start at least, the local authority as the sole shareholder) which contracts TMO’s (Tenant Management Organizations) like Pinnacle & other management companies to run things.

Up until 1st April 2011 Pinnacle was responsible for Housing Management in two of Hackney’s Neighbourhoods: the Shoreditch Neighbourhood area (about 5,000 properties) since the 1st July 1998 and the North East area (about 7,500) since 2nd April 2007 and is directly responsible for the services listed below

They all now come in-house to Hackney Homes.

You shouldn’t notice a huge difference to start and may well be seeing the same staff at the same offices you always have.

1. Income collection

Collection of current rent
Collection of rent arrears that have built up over a period of time
Preventing rent arrears

2. Tenancy Management

Tenancy breaches
Dealing with all requests for changes of tenancies i.e. succession to
tenancy, assignments of tenancies, requests for joint tenancies, name change etc.
Anti-social behaviour, harassment & resident dispute
Unauthorised occupation, squatted and abandoned properties
Tenancy audits
Initial tenancy visits
Dealing with requests for alterations
Working closely with other agencies in assisting vulnerable tenants sustain their tenancies
Collating information relating to insurance and compensation claims
Dealing with requests for the installation of aerials / satellite dishes

3. Estate Management

Co-ordinating and attending walkabouts
Conducting block inspections
Attending enhanced tenants & residents association meetings and co-ordinating
responses to action points
Processing garage and parking permit applications

4. Voids & Re-housing

Letting properties allocated by Hackney through the ‘Choice Based Letting Scheme’
Dealing with all request to transfer
Leasehold Management
Dealing with general leasehold enquiries and providing relevant information as appropriate

Hackney Homes office at 136-142 Lower Clapton Road is not a neighbourhood office, rather the office base for Clapton resident participation team, the complaints dept, youth projects etc, so does not deal with the everyday matters the Neighbourhood office at Clock House does.

Weekend Training 2011

This year the Clapton Panel training weekend was at Maldon in Essex.

Twelve panel members representing some 8 TRAs took the opportunity of training offered at a weekend away.
The training was given by Lockhart Murdoch, a consultant who started with Hackney Homes as an estate manager, now with huge experience of housing and the matters and issues involved, particularly in Hackney.

The training had three aspects:

1. personal development: confidence  building, working in an organization.

2. skills: how to hold a debate, chair a meeting etc and

3. Knowlege aquisition: learning about a particular subject

in this case the the history, current status and possible future of the ALMO.

We also looked at youth service cuts, youth provision and the part the panel could play in encouraging TRAs to acces grants in cooperation with one of the 130 plus organizations offering youth services of one kind or another, like Skyway or the Youth Parliament.

The vehicle we chose to debate was the recent riots.

All in all it was a very instructive and educational weekend, set in a lovely spot.

Huge Panel FUN DAY on Sat 5th Sept – POSTSCRIPT NOTES

We hope you all enjoyed the

Clapton Panel’s

Huge Community FUN DAY on Sept 5th!

We thought it went brilliantly.

Just enough visitors to finish off all the food – plus a few more.

Everyone seemed to enjoy the day.

The weather was just about perfect too.

“Outcomes”

Our primary objectives were to raise awareness of the Clapton Panel among Hackney Homes residents and to encourage estates without TRAs to form one, or a suitable resident to think about becoming a “Key resident”  and so have direct access to the EIB (Environmental Improvement Budget) and 184 (Resident diirected communal repairs & alteration) as well as being eligible to have representation with voting rights on the Clapton Panel.

Our other objectives had residents general welfare and access to Hackney Homes services in mind – to show residents some of the information, help and services offered by a range of organizations available to them.

We hoped and aimed for between 300 and 500 visitors.

As it turned out, with staff and invited stands we did indeed have around 450 visitors over the 4 hours of the event.
We did raise awareness of both the panel and the services and help available to residents as well as generating interest in the TRA & resident involvement system – gratifyingly from several younger (under 30) residents.

There is still work to do in “follow up” but even without it I think it’s fair to say that overall the event was successful enough to hold it again next year, perhaps even slightly bigger (certainly better with the odd organizational lesson or two learnt).

Here’s the first panorama. It’s a little deceptive at this scale. Even early on there were quite a few people which you can just about make out on the tree line, in front of the stage and all the way to the food stands on the far left behind the pop-up.
